The Supply Chain Officer – Procurement's main objective is to provide efficient and effective Procurement and Logistics implementation and smooth running of departmental operations according to DRC’s internal and donor procedures, as per the Operations Handbook. He/ She will be responsible for the procurement of tools, construction materials, goods, and services, and the coordination of logistical operations in the North Area Office, Mekelle, and the Aba’ala base office.
Your main duties and responsibilities will be:
Procurement
- Oversee procurement processes and related documentation, ensuring adherence to all DRC, Donor, and statutory policies and standards.
- Develop a supplier list, regularly review, and update the list. Plan procurement tasks and optimize procurement activities.
- In collaboration with the program and support team, the SC officer will develop and regularly update the procurement plan.
- Ensures Framework agreements are in place for major and regular high-value items procurement.
- Ensures the area office level periodic market assessment is conducted.
- Establish a rigorous, accountable, and transparent procurement system, compliant with the DRC Operations Handbook chapter on Procurement Management, local law, and donor requirements.
- Advocate with all program teams in the field for procurement planning, in line with DRC Operations Handbook and Area Performance Indicators (APIs), including leading the process of procurement planning and convening regular meetings with Program colleagues to provide feedback on planned purchases, committing to realistic timelines for delivery and implementation.
- Supervise all procurement processes and implement/reinforce a tracking system for all local and central procurement on behalf of program teams.
- Responsible for ensuring a weekly Procurement Tracking Table (PRTT) is updated and accurate, circulated every week to the North Area office, all Area Program, Finance, and Supply Chain colleagues.
- Ensure suppliers are vetted according to DRC policies, and an updated supplier database exists with comments on performance and contract tracking.
- Ensure proper reporting, internal controls, and maintenance/filing of records.
- Enforce a zero-tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the DRC Code of Conduct and Accountability Framework.
- Coordinate with the Country Supply Chain Manager to ensure that all issues are reported and solutions are realized as the issues arise.
- To ensure proper human resources management of the supply chain team – following up on evaluations, compensation / annual leave, disciplinary issues, etc., as well as identifying areas for mentoring and building the capacity of staff.
- To work closely with the supply chain team and the Support Service Manager, to ensure effective and efficient implementation whilst maintaining a comprehensive overview of all logistics and procurement tasks, roles, and responsibilities
- Facilitate regular meetings in all field locations with the Supply Chain team members.
- To understand the DRC North Program strategy and provide strategic input on improving effectiveness and efficiency.
- Assist in identifying logistics needs and respond with strong ideas and experience.
- Compile and prepare the logistics monthly activity/fuel/stock report.
- Prepare procurement plans with budget holders and the Area Manager for new grants/ projects.
- Assist and provide necessary support to the Aba’ala and Mekelle supply chain assistants as required.
- Follow up on the overall fleet management of the area office.
- Follow up on the DRC's own vehicle maintenance on time.
DRC Dynamics ERP System
- Ensure that supply chain processes under supervision are handled properly via DRC Dynamics.
- Ensure ERP supply chain functionalities are properly used by the concerned staff and the team has proper knowledge and access to information to use DRC Dynamics.
- Apply reports and data analytics from the ERP system to improve performance in the area of concern.
- Serves as focal person for the area supply chain related to support for all users of the supply chain module.
Experience and technical competencies:
- Preferably experienced in Supply Chain Management or Logistics, or another relevant field, preferably with INGOs, for at least 2 years.
- Excellent proficiency in all MS-Office software applications.
- Strong planning, organizational, and problem-solving skills with the ability to work both independently and within a team in a demanding work environment.
- Excellent personnel management skills, including diplomacy, communication, and negotiating skills.
- Experience in staff training and capacity building
- Results-oriented and demonstrated ability to build partnerships
EDUCATION: (include certificates, licenses, etc.)
- University degree (Bachelor's) in supply chain management or other equivalent logistics fields.
LANGUAGE: (indicate fluency level)
- English, Tigrigna, Afar & Amharic - Fluency in spoken and in writing
